Basseterre, St. Kitts (MoPIEUDT NEWS) – The Roads and Drains Division of the Public Works Department (PWD) tackled various projects from July 4 – 8, 2025. Karen Crossman, the Executive Officer in the Ministry of Public Infrastructure, Zekey Hazel, the Head of the Roads and Drains Division of the PWD, Raimon Browne, PWD Roads Supervisor, and Landrith Mikhail Issac, an Assistant Water Engineer at the Water Services Department (WSD) provided the following updates:
The Retaining Wall in Trinity
Ms. Crossman informed that work on a retaining wall in Trinity would be completed by Friday, July 4. The wall was damaged by heavy rainfall to such an extent that it required the team’s dedication and skill to rebuild it.
Thanks to the intervention of the Roads and Drains Division, what was once an eyesore that presented inherent nuisances and risks for the community, is a beautiful sign of practical infrastructure and a symbol of the PWD’s ongoing collaboration with that community.
The Wing Wall in Half Moon
In Half Moon, the PWD team continued to repair a segment of road that heavy rains undermined. On Friday, July 4, Roads Supervisor Raimon Browne informed that the team was concentrating its efforts on a wing wall. The wall will reinforce structural support at the area and minimize the negative impact of future rainfall at the site.
Paving Bourkes Road, Sandy Point
Ten miles along the island’s west coast, the team also devoted considerable time and effort to Bourkes Road, Sandy Point. Milling began on July 1, and the first obvious signs of paving were visible on Monday, July 7, 2025.
Minister of Public Infrastructure, Hon. Konris Maynard, visited the site with His Excellency Ambassador Kenneth Douglas to observe the team’s work on July 7.
On Tuesday, July 8, 2025, Browne stated that the asphalt crew was actively engaged in patching roads in the vicinity of Bourkes Road.
Drain Work in Lime Kiln
As part of its usual activity, the concrete crew identifies drains in need of repair around the island. On Tuesday, July 8, 2025, Browne informed that one concrete crew was assigned to Lime Kiln to undertake drain repairs there.
Collaborations with Other Departments on Road Projects
George Street, Basseterre
In Basseterre, the St. Kitts Water Services Department (WSD) and the Public Works Department are working together on the George Street resurfacing and drainage project.
PWD Head of Roads and Drains Division, Zekey Hazel, stated that priority has been given to the WSD to complete its tasks. Landrith Mikhail Isaac, Assistant Water Engineer provided brief details about those tasks, stating:
“The Water Services Department (WSD) is working with the Public Works Department to safeguard, migrate and upgrade its infrastructure as required, and bring that project to completion.”

Collaborations with Private Sector Service Providers on Road Projects
White House Gardens, Rawlins Extension, Shadwell East and West
Not only does the PWD collaborate with other departments within its parent ministry, but it also relies on input from private sector service providers. PWD Roads & Drains Division Head, Zekey Hazel, attributed the work at White House Gardens in St. Peters, and ongoing work at Rawlins Extension to ELCO Ltd. Hazel also stated that the PWD had assigned work in Shadwell East and West to Surrey Paving.
As the team tackles the nation’s roadways, either upgrading existing ones or paving new pathways, it remains committed to cooperating with the general public, maintaining partnerships with other departments in the Ministry of Public Infrastructure, and establishing meaningful relationships with the private sector.
